The highlight was the successful negotiation of the PCSA and Main Contract terms for the New Moorfields Eye Hospital. The negotiation process was meticulous and intense in terms of client engagement as the procurement approach was Competitive Dialogue process.
Karim led the commercial oversight during the tendering and pre- construction phases of major project, ensuring readiness for successful execution. The role included the oversight of all PCSA services and the Design Development stages specifically as most of these major projects were 2-Stage contracts of large values where supply chain alignment was necessary for the large packages such as envelope and MEP packages.
The context is that this dialogue was taking place during the initial phase of the Russian-Ukraine conflict which resulted in price volatility of many of the key components. Following a rigorous risk management process based on transparency, Karim proposed that specific inflation mechanisms for the delivery partners had to be developed and agreed by the parties to better reflect the factors affecting their prices as opposed to the other holistic inflation indices. This solution was key in resolving an impasse that had been reached in terms of the need for a firm price with the pragmatic approach. PCSA’s were drafted and agreed with the MEP and Envelope delivery partners to ensure simultaneous execution with the client and Main Contractor, thus de-risking a major proportion of the project (Groundworks and Frame (self-delivered by BYUK), MEP and Envelope Packages amounted to circa 70% of overall value).
